Parks Seeks Proposals for Downtown Concession


In 2021, the Rockaway Beach concessions saw a takeover by Rockaway Bazaar after being chosen as the new concessionaire following an in-depth Request for Proposal (RFP) process. Now NYC Parks is looking for proposals for the downtown concession, long occupied by DredSurfer.

On Friday, April 22, NYC Parks released its RFP for a new snack bar and beach shop operator at Beach 17th Street. Through June 3 at 3 p.m., Parks is accepting proposals for the renovation, operation, and maintenance of a snack bar and beach shop at Beach 17th Street and the optional operation of up to ten (10) satellite units. The satellite units may be placed along the boardwalk area and adjacent parkland between Beach 50th and Beach 9th Streets. Parks will view favorably proposals that include operation plans for mobile food units or seasonal kiosks, particularly at Beach 30th - Beach 32nd Streets. DredSurfer is permitted to submit a proposal.

Proposers should submit a detailed operational plan for the entire Licensed Premises. This plan should include, but not be limited to, intended use of the facility, hours of operation, services to be provided, any plans to install energy efficient appliances that have the Energy Star seal of approval and/or water conserving appliances, and any plans to use “Green Seal” or other environmentally friendly products or devices, staffing plans, safety and security plans, menu, merchandise to be sold, programming plans, mechanisms to measure customer satisfaction, a detailed list of all proposed fees and prices, landscaping/horticulture plans, and maintenance, snow, rubbish removal, and cleaning schedules.

At minimum, the concessionaire will be required to operate from April–1 - October 31, weather permitting, of each year of the License term. Parks will view favorably proposals to operate year-round, or otherwise go beyond the minimum operating season requirement.

Parks is looking for a concessionaire to operate for one nine-year term. Parks will interview qualified proposers starting the week of June 27.
