Tough Shift

Evidently, the NYPD had this to say about the 116th Festival on Sunday. May have been a tough shift to cover! Their horses left these dividends front and center on the boardwalk, for who to clean up?

The subplot may be the local general consensus about the never ending Army / Parks Department debacle, now scheduled for 2026 completion.
