Dear Editor:

The crash that killed Ava Conklin was, of course, a very terrible thing.

But the responsibility of the city planners at the Department of Transportation must be investigated. The intersection was designed and planned by the city planners at DOT rather than licensed professional engineers. While a PE ultimately signed off on the plans when the finished plans were presented, the actual planning was not done by engineers. That is why the intersection fails to comply with state law.  It may also be another reason for her death.
